Japanese Plymouth Manufacturer?

Hello Everyone,
I was recently watching a video Akasawa Forest Railway in Japan and I noticed what looked exactly like a Plymouth locomotive running down the line. However on the front of the hood where Plymouth is usually spelled out, were the letters HKW. Later in the video I found cast in Plymouth style raised letters on the frame, Hokuriku Works. Was Hokuriku a authorized Plymouth dealer, or did they borrow Plymouths design? Sorry my knowledge on Japanese Narrow Gauge is really limited.
