Book Question

So during my trip in September to Narrow Gauge Heaven, I stopped in Durango and toured the Museum, I noticed these Green books with numbers on them like 470 471 462 458 480 464 463, I took a picture of them. Does any one have a clue what they are for or what they were used for.
