Speaking of oil cups..

In the C&C thread there was some chatter about oil cups.
Here is one found along a NG grade. I wonder what the age of it might be. I can kind of make out some numbers on it (1976, 1376 ... ). The last digit may not be a six. It also looks like there might be a character to the left of the number.
Do these things normally have some waste material inside the cup? There is something down inside of it that looks like it might contain fibers.
