In the trainless train picture thread I saw some very nice pictures of the water tanks. They have long ladders for roof access. In the old days in at least some locatiions the railroad put locked doors on the ladders to discourage unauthorized access to the ladder and roof of the tanks. I would imagine the urge to climb these ladders is practically irresistable. In todays world with enthusiastic photo buffs and the general level of litigiousness I would recommend covering the lower sections of the ladders with doors. Just my thoughts
