Baldwin Branch Question

What was it that forced the D&RGW to use lighter engines on the Baldwin branch. Was it the general condition of track, bridges, and why was it never upgraded if it was a profitable branch. The route to Baldwin seems open enough that space wouldn't be a issue, or was it?
