Wheel Logic

I was looking at a photo today of GN 1968, an M-2 class 2-6-8-0.

I believe this is the first time I have seen driver sets with non-matching numbers (rather than a 2-8-8-0 or 2-6-6-0).

Why would a locomotive have a driver configuration like this ? Or, why did they typically match ?

It appears only the rear driver set had sanders.

Thanks in advance for any input.
