NNG. Question. Do FRA regs require ditch lights on locomotives?

I know someone who is thinking of restoring a historic diesel locomotive. (An EMD E unit.) He wants it to be historically accurate. Some of you RR pros might know the answer to this question. Are "ditch" lights a fed requirement? (Don't ask which diesel. My lips are sealed.) Thanks. RB
