K37 question

I was looking at the March picture on this year's Colorado Narrow Gauge calendar which has a color picture by Richard Kindig showing #497 at the Villa Grove tank in 1950. Two things caught my attention in this picture.

#1 - The tender is full of coal and appears to be severely tilted toward the front. Is this normal, or is there something wrong with the springs in front truck of the tender?

#2 - I never noticed this before, but it appears that the whistle and safey valves are not on the steam dome, but are on top of the boiler immediately in front of the turbo generator? How is this setup plumbed? Looks very different from the other narrow gauge Mikes!
