The meter gauge Ferrocarril Arica-La Paz operates from Arica, Chile to La Paz, Bolivia. At the moment it is closed due to financial collapse of the Bolivian operator that went bankrupt in 2005. The Chilean government is trying to put together a new tender for a rebuilding the tracks. The Port of Arica is now designated operator. Chile only operates to the frontier and FCA Bolivia operates the Bolivian trackage to Viacha.
Here is the Arica station near the center of the city and a block away from the standard gauge Tacna-Arica Railroad that connects to Peru.
