RGS 41s whistle!

I know as well as anyone that 41 is/was the only c-19, or c class that had her whistle at some point plumed out the back of the dome. But what i want to know is why? Has anyone read, or heard anything that might point to why this was done?

Can anyone think of a story or scenario that might help explain this?
