Rogers Whitaker memorial plaque at C&TS summit

At the Cumbres Summit on the Cumbres & Toltec, a few hundred yards down the tracks (headed towards Chama) I found this plaque in 2006. In June of 2007 I looked for it again, but there was mud erosion; the tie and plaque were covered.
What is the story behind this memorial, and who was Mr. Whitaker?

The plaque reads:
EMFRIMB
WORLDS GREATEST RAILROAD BUFF
ROGERS E.M. WHITAKER
JANUARY 15, 1900 – MAY 11, 1981
TRAVELLED 2,748,674.73 MILES
ON RAILROADS …. JULY 1981
