Sorry Paul, Abel Tapia, the state senator from Pueblo brought that subject during a discussion a group of us were having--he was not happy that Owens dumped the Commissioners from Colorado and appointed two new ones just before he left office. While that was Owens right to do so, it irriatated some of the Democratic party leaders.
