Railroad Billing

How does a railroad bill for haulage?
If a load was sourced and delivered and never left the single railroad, ... let's say South Park from Gunnison to Fairplay, then the one railroad would bill out at a set rate with no complications. If a load originated in Gunnison, but ended up delivering to New York, crossing more than one railroad's lines, how was the billing worked, and how does it work today?
Thanks in advance!
