I suspected that car #4 had not survived given the lack of information on it - I have ordered a copy of the Swayne Lumber book so I will have to wait for it to get the dimensioned drawing (and to add to the resources Ede Biro and others have kindly sent me).
This is our version of a heavy moving car - ex Fyansford Cement Works, Geelong, Victoria (3'6" gauge line):
We currently use the low loader for all sorts of purposes including moving boilers, excavators, etc. - the shot shows it sitting at the end of our line at Drysdale with concrete removed from our shed during pit construction (long story). The low loader uses ex- Commonwealth Land Transport Board designed Australian Standard Garratt (ASG) bogies - and we also have the last surviving ASG under restoration (as posted elsewhere).
It was home built by the Cement Works and either end can be lowered to the ground for loading after rolling a bogie (truck) out of the way - it was used by the Cement Works to move all sorts of items including mobile cranes etc. - often behind our Vulcan (Wilkes Barre) 0-6-0 saddle tanks Nos.4 & 5 - also from the Cement Works (shot of No,4 is at Queenscliff with ex Tasmanian Government Railways 4-6-2 M6 in the background):
It has no train braking - only a through pipe and handbrake (on the other side of the shot - horizontal lever that you stand on to apply maximum pressure or to release)..
