I believe it is. Look at the windows on the cab since it's hard to see the front of the locomotive in the earlier picture. If you spend a lot of time looking at D&RGW steam locomotive pics, it becomes obvious tenders were considered completely interchangeable. And, like today's Class 1's, the Rio Grande didn't waste a lot of money on switchers. They simply used older road power and added/subtracted pieces and parts to make them usable in the yard.
