I do not have a lot of cad experience but could probably look into some of the options you mentioned. My thinking for using an already existing C-19 frame would be mostly just because a lot of the machining work would already be complete, and I'd only need to modify the spacing towards the end of the frame. From some of the research I've done, this is the only difference between C-16/Class-56 and C-19 frames. I know of two people here in the area with a mill and related tools for the job that I'd be able to contact and possibly work with.
