You can't miss, Brock -
If restoring the line sufficiently to allow speeders to traverse it doesn't bankrupt you, an insurance policy covering untrained speeder operators and home-made contraptions ought to do the job!!
There's an old saying that 'a boat is a hole in the water, surrounded by wood, into which one pours money.' The only reason there's not a similar saying about tourist railroads is that they are much less common than boats — and for several VERY good reasons . . .
