while doing some research, I stumbled across this Hobart Estate Lumber photo in the UC Berkeley Fritz-Metcalf Collection:

Hobart Estate Wrecking Old Water Tank With Shay

Looks like they are using a cable attached from the locomotive to the water tank to pull it down.

Date given is 1921.
