Here are several "A"s from early D&RG tender lettering styles with different shadow locations and styles (note the gap between the letter and shadow on the Montezuma). None have anything on top, and all have the horizontal piece lower than the corresponding horizontal line on the "R" (which seems to line up with the middle horizontal line on the "E" as well). The height seems to vary, and isn't low enough for equal area above and below, but is noticeably lower, with the highest one on the last example, which was a 1930s recreation for the World's Fair.
