Not so far fetched. I believe this was a second photo stop(First being the dual bridge shot). I believe the train is stopping, and the person is just hurrying to get back on the train.
The fact this is a remote location and the train is slowing down adds to the theory its a planned stop for the train. All the rest of the film footage of the 484 train is taken from the train. I would assume the person is also a ticket holder.
