You're seeing just the cranks. The counterweights are mounted on the wheels and hence not really visible. Baldwin didn't start mounting counterweights on the cranks until the early 20th century. It's decidedly similar to the early-build SRRL 2-6-2's that were also rebuilt from moguls. I think I read someplace that the 4-6-2 is undergoing overhaul although I'm not absolutely certain.
The Brecon Mountain Railway is well-known for having a decidedly American character about it, including at least one car styled as a caboose. It's a neat operation.

This engine appears to have started out life as a standard 2 foot gauge 12x16 mogul of effectively the same (or at least very closely related) pattern as numerous other 2 (or 2-ish) foot gauge moguls. That design got around!
