It is worth repeating that Ogden City currently has no say in the matter as they have no legal claim to the locomotive. It is still owned by the Utah State Historical Society and its restoration agreement was through the Union Station Foundation and the Golden Spike Chapter Railway & Locomotive Historical Society.
At this point, the fate of the locomotive itself is the responsibility of the State.
However, the short-term fate of the restoration project is in the hands of Ogden City, which has locked the Golden Spike Chapter out of the shop and refuses to negotiate a reasonable occupancy agreement.
