Very neat video. I can relate to this in that I watched the whole process when the Canadian National 4-8-2 #6060 was being refurbished in 1986 in Jasper, Alberta, Canada. Went to see it run to Vancouver, and wound up volunteering for about the last week before it ran. The jacketing was slow going, and in fact was never painted before the engine left town. Here is a photo which is black and white, but you can clearly see the unpainted boiler jacket, which looks gray. This was the day they steamed-up the engine for the first time and were setting the safety valve. Anyway the boiler jacket wasn't painted black until some time later after Steam-Expo. I have some of work in the roundhouse on video, but have never put this show on dvd.
