I think your third photo shows where the retaining wall was needed, Olaf -
There's so little room between the hillside and the railroad for a widened highway. In other places the old road was right next to the ties – even closer than alongside the relocation between Gato and Arboles.
Here's one of Ernie's shots taken during the summer of 1970 that shows how the highway construction affected the railroad; I think this is pretty close to the same place as your photo, and is where the steel retaining wall was built two years later. (This has been posted before, but it's easier to re-post than to find the old thread)
