If I understand correctly, this helps to wash the cinders, dirt, and other various debris off the tender deck. These items can be both corrosive and dangerous to crew while up there. Most, if not all, engines have drain ports in, on, or through the tender deck for water...

Also, it makes for a pretty cool picture!

Sometimes they will "wash" the coal load as well. This helps to clean the coal from dust which can be harmful to the boiler and increase the fire danger.
