Speculation, but if one needs revenue source A to run revenue source B, then maybe the cash flow from A is needed to get B running. Like buying fuel, quick-finishing a project on locos or track or bridges, or critical personnel needed elsewhere to manage things since A is closed, or some combination of these or something completely diffferent.
Remember, these guys pretty much know what they're doing and wouldn't be making these decisions without a darn good reason. And we really have no clue what that actually is.
