I can only guess here, but I suppose that starting on April 30, 1940, Mail service via the train was discontinued to Silverton. By that time it was probably being sent to Silverton via truck.
Since there was no road to Tacoma, the mail still had to be delivered there by train. (in fact even today, there is no road to Tacoma.)
