I was wondering if anyone ever noticed the counter weight on the water spout at Cumbres Pass it looks like two pieces of rail opposing each other with joiners bolted onto the rail and welded on a plate of steel placed on a round piece of concrete. Is this the total amount of weight needed to counteract the weight of the spout?
