I believe this is footage of the original Catskill Mountain RR circa 1906 and the connecting Otis Elevating Railway. The film description reads:
1906 STEAM LOCOMOTIVE. NARROW GAUGE TRAIN. 3-FOOT GAUGE LINE FROM CATSKILL LANDING ON THE WEST BANK OF THE HUDSON RIVER, SOME STOPS IT MADE WERE LEEDS, CAIRO JUNCTION AND PALENVILLE, THE LEGENDARY HOME OF RIP VAN WINKLE. CATSKILL MOUNTAINS, UPSTATE NEW YORK.
For some reason I didn't capture the right start time which should be 09:56 so just scroll forward to see the whole film.
