A couple of years ago Alan, Ed & Roger tested a idea to help this long time problem.

Results: No traffic nightmares and more runbuys.

I can't answer why this was not used, you would have to ask the Charter operator and or the railroad. Since this falls on the Charter operator and the railroad I am not going to go into the details. John Bush read this forum and if he wants he can speak to it.
