I think that at the time there was no law stating the headlight HAD to be on. Secondly there were few crossings on the NG, and third if there was a crossing there was usually not much traffic.
Back then also people respected the railroads and knew they had to yield whereas today someone gets hit by a train and sues the railroad even though there was warning.
On the Monarch line there were several crossing of US 50 but most had flashers, at least in the films we have.
