Hi Tom,
Since the original drawing is available at De Doyer, I did not offer the print in high resolution. You have very good points.
This drawing is for a Baldwin 6-14d-24. According to the Yahoo Baldwin group, a total of six (6) were made. There are four variations of the length and plumbing.
Supposedly, variant 1767 was used for this 815. In the photo, to me, the sand pipe seems to be
curving down the side of the tank towards the center driver. Due to this, I do think the drawing and the photo match as both are 0-6-0st.
One discrepancy I see is the rear of the cab seems to be straight and there is no frame extension for the added wood carrying bunker. Could this have been a style #2 back end instead of a style #3?
Since this loco did not show up on the Roswell immediately (it is known to have been on line in 1894), Southern/Richmond & Danville, or predecessors might have altered the rear extension.
The drawing may have matched the Washington City, Virginia Midland & Great Southern #1 (delivered new). Since it went through Southern Iron & Equipment. Either could have made changes before Southern/R&D.
Another point between the drawing and the photo : the steam dome and sand box are reversed. As is shown in the Model Railroader case study from 1973 of all fifteen (15) K27s, nothing is static over the life of the locomotive.
The loco was built in 1878. The loco was on-line between 1894 and 1905. It could have received a new boiler (and tank) during the 16 years it was not on the Roswell (assuming the photo was taken in 1894).
As with all archeological hunting like this, almost never does anything completely match up and be definite.
Again, this is my belief that the two match but not 100% sure of the call due to the fact the drawing and the photo were not taken in the same year/decade.

Close-up of cab:
For comparison, I measured an old AHM HOn30 0-4-0st. I also made rough overall drawings of a D&RG class 42 0-4-0t and Roswell/R&D/Southern 815.
The drawing below is in HO scale.
Based on this comparison, I think that the old Kemtron D&RG 0-6-0st with a change of cab, removal of fuel bunker, and a different stack would make a reasonably good facsimile.
I have an HO scale Sou815 for HOn30/HOn3 frame made using some Bachmann N scale parts. I used 3D printing. I was planning on making a few models. Dunwoody seems tied up in the history and I thought that the HOn3/HOn30 version of the 815 along with a few structure kits of surviving Dunwoody landmarks (not all railroad related) would sell.
The death of my Mother on Oct 27 and the need to relocate to Acworth has killed the project - probably not to be restarted.
Just for anyone's notice, I turned 57 today - Nov 14, 2012. Where did the hope and time go?
