Things certainly are different than in 1900 but I think it would have been a reasonable process in 1972. Today, local government can eminent domain property just because they think they can collect more property taxes from it if it were otherwise utilized. I had an undeveloped property in New Mexico seized that way because the city had found someone who would develop the area.
