Its a type of (earth) excavator.

In that photo, its difficult to see clearly, but there is a (mostly horizontal) cable that extends from somewhere close to the lower end of the boom and connects to the bucket. The dragline operator drags the bucket towards the machine with the lower cable to fill the bucket, then the bucket tilts up to retain the contents (with a skilled operatorsmiling smiley) while the boom is repositioned to dump the bucket.
