That depends on the person doing the welding, hence the "coupons" which are samples of the welder's technique and the welding materials. The strength of the weld on the coupons will be figured to be the same for the actual welds on the frames.
A really good weld (as seen in Linn's photos) can be stronger than the parent material, much like when a bone mends itself the "scar" in the bone is stronger than the bone around it.
