Attention C&TS Engineers

Several months ago there was a rather testy debate regarding how fast someone was running a locomotive and it was stated that there are no speed recorders, etc., on the locomotives and they were too expensive to acquire.
Is there a need to know the true speed of the locomotive (and obviously the train)? If so, there is a quite inexpensive solution to the problem, probably under $100 including installation.
