That's a different report but the link to it was what got me thinking about the 1968 special train.
The 1970 report listed 5 options for the narrow gauge
Option A - NPS takes on the Durango - Silverton line
Option B - NPS takes on the Durango - Silverton line and the Chama - Antonito portion of the main line
Option C - NPS takes on the Antonito - Chama - Durango - Silverton line
Option D - States of Colorado and New Mexico private commercial operator takes on the Chama - Antonito portion (and the DRGW continues to operate Durango - Silverton)
Option E - A National Recreation area should be set up on the lands adjacent to whatever portion of the railroad is preserved (presumed to be Antonito - Durango - Silverton)
There are some costings for the various options and suggestions for how the Antonito - Chama - Durango - Silverton line would be operated (Durango - Silverton excursions, three day Antonito - Silverton and return excursions, trips between Durango, Chama and Durango and Navajo Lake and between Chama and Cumbres and Chama and the continental divide to transport hikers to and from new trails).
The NPS estimated capital costs of $2,430,000 and annual operational costs of $673,713 for Option C
