That makes sense. As far as I know, EBT never double headed or employed pushers in their normal operations, choosing instead to customize train lengths to suit the capacity of the locomotive. Which doesn't mean that they didn't work them hard. As I understand it, dragging the speed down to a walking pace climbing the hills was pretty common.
