Indeed. During the period when the #5 was built, having some blind drivers on mogul-type locomotives was far more commonplace than having all drivers with flanges. Same for consolidation locomotives. NCNG 5 was typical of its era. Blind drivers declined in use later towards the end of the steam era with the development of better lateral-motion axle boxes.
