The hose is for fighting track side fires. It attaches to a valve on the engineer's side injector line between the injector and boiler check. The rod you see is to raise and lower the pilot flanger. You can see the air cylinder underneath the running board. The flanger blade is basically a small snow plow, but the blade is set up so that it straddles both rails to remove snow from between the rails as well as directly on either side.
