I was wondering the same thing. Possible scenarios

(1) This is the second Cumbres turn, and the first turn still has a caboose up ahead in the siding. The caboose behind 493 might have a helper with it, and the helper would turn and return to Chama with that caboose. So on the first turn they had 2 cabooses, and one was left on the end of the first turn, so that it would make switching easier when this second arrived. So he is pulling his stuff off the caboose heading for the caboose in the Cumbres Siding which is maybe just ahead out of view.

(2) Maybe they were dropping off a crew member from Chama since someone was running out of time.

(3) Maybe without more info I have no clue!
