The forest is closed to the public. No one is allowed on forest land. All forest service roads, all trails, all campgrounds and day use areas are closed.
The highways and national grid railroads in the forest are not closed to travel, but all national forest facilities are closed to the public.
The C&TS, tourist railroad is not a part of the national railroad system, and is not owned nor operated by the USFS, but is still considered recreational use.
The question is do businesses operating within the Carson NF have to close?
I think we can look at the last time these restrictions were in place, and how the C&TS was restricted, and we can expect the same restrictions this time.
With the current fire danger, to me it would seem irresponsible to operate a coal fired locomotive in these conditions.
