As Randy explained, there are some very reputable Rail Bike organizations that work with various tourist and short line railroads. As commercial operations, they operate safely and legally. I have also seen the independent and “outlaw” individuals and groups that are illegally trespassing on railroad property, no matter if a rail bike, motorcar, ATV or by foot.

The few reputable organizations I have worked with, like Rail Explorer’s, seem to do well catering to a niche market.
