Regarding allowing passengers off the train when there are operational problems.
As someone who used to work these type of trains all the time, keeping track of and keeping the passengers safe is a priority. When trying to resolve operational problems, especially when there are other trains out on the line that a single trains "operational problem" is effecting, time is a big factor. You hope for the best that you can resolve the problem quickly. Letting folks off the train at an unscheduled location that isn't planned for, or was planned and had to be cancelled, has a great impact on that precious time. Getting passengers off, as well as keeping track of everyone, making sure they are safe and getting them all back on the train all takes a significant amount of time, along with a potential risk at unscheduled stops.
As a railroad manager or conductor trying to resolve problems and getting a train moving again, knowing that all the passengers are "captive" and safe on the train, is one less thing to worry about.
Been there, done that and it ain't easy...…
