This is pretty close to as-built—also the center pair of drivers are blind (no flanges). If you look closely at the tender, there is a patch where the engine number has been painted over. Could have been "borrowed" from another engine and they didn’t take the time to repaint the numerals, just did a quick numbering by hand.
