Mysterius(?) "Silverton RPO"

I was looking through the C&TS historic photo collections for a specific photo of SG&N #32, but happened to come across a photo of a baggage car (or the photoshelter caption says it's an RPO) on the short piece of installed track next to the Silverton Northern engine house. Even boxcar #3624 is behind it which remained here until a few years ago:

No date or photographer is specified, My best guess is either the 1980s or the 1990s, the accompanying photos RDS039-088, RDS039-090, RDS039-092 RDS039-095, and RDS039-094, depicts this area in Silverton sometime after 1981 (despite the photoshelter captions saying D&RGW) but before the turn of the century.
The car above is not the Silverton Railroad Baggage car, which conveniently was photographed directly in front of it in RDS039-092 and RDS039-090:

So, does anyone know anyone know any information about this "RPO" above?
