I understand the concerns of the people who live around Rockwood.
County Road 200 can not handle a bunch of traffic.

Here are some possible solutions:

Have the railroad bus people from Durango to Rockwood rather than driving their own vehicles.
Issue with this solution: Social Distancing on the bus.

Have the Cascade train board the train at Hermosa rather than Rockwood.
This would make the train ride longer, and the D&S might not be able to run as many trains.
