Indeed it is, the sharpening tools work each pixel in terms of its immediate neighbors. In the larger rendition of the image, each pixel occupies a smaller proportion of the total image, so inflicting sharpening on it has less noticeable effect when looking at the whole image. Compare that same operation to a pixel in the smaller image, and it will be more noticeable there.
Keep in mind, sharpening a smaller rendition of an image won't re-create the detail that was available in the larger rendition at the original camera resolution.
