It's hard to imagine that some kind of easement doesn't exist through the uncooperative neighbor's property (which is how the D&RGW accessed it). But even if it did there would likely be legal expense in enforcing it. It's really too bad. Lots of people want to see these structures preserved but there isn't a clear path to accomplishing it.
