I believe but could be wrong, those should be the drop valves.

By gravity or light springs, the valves would open when not under high pressure steam. This would compensate for a leaky throttle, and prevent the engine from "walking" away when unsupervised...

Not to change the subject, and kind of on the same topic, I wonder why these didn't help the 485 in her sleep walking incident...
